Kiwanis Club of Delano has donated more than $100 to sponsor a local reading group using social media. The reading group is headed by retired Fremont School teacher Bob Williams. He has volunteered his time to read books together by Zoom to fourth and fifth grade students.

°°°

Last month and this month there have been and probably will be many “special” meetings of the Delano Joint Union High School District board of trustees in order to deal with the constantly changing policies of the state. Many schools, chiefly private schools, have begun in-person instruction and some public schools have limited that instruction to special student groups that seem to need more help than is available in a virtual manner. Back in the fall the Delano high school district for a couple of weeks provided fall sports conditioning drills in small groups and social distancing but stopped that practice at the Thanksgiving break due to the continued spread of coronavirus. But high schools in Porterville, for example, have continued practices for many sports and in late January were to begin under certain restrictions practices for sports other than fall sports. That is because schools have the option, I was told. Associated student body elections at Delano High School, I have been informed, are scheduled for March 26.

Delano sees record low crime rates in 2020 after installation of security cameras, changes in police strategies

by: Perla ShaheenPosted: Feb 16, 2021 / 08:44 PM PST / Updated: Feb 16, 2021 / 08:44 PM PST

DELANO, Calif. (KGET) – Last year, Delano had some of the lowest numbers for crime in the past decade. Delano City Council members talked a lot about one thing in 2020: security cameras they agreed to install in 60 high crime locations. “Unfortunately we had 7 shootings in 2020, one of them was my son Adam, but crime rates were down and I believe the cameras served as a deterrent,” said local pastor David Vivas. The first cameras were installed in August of 2020. Since then – they’ve helped solve hit and runs, collisions, illegal speed contests, and an assault with a deadly weapon.

Couch’s Corner: Navigation center progress in Delano helping other rural communities

By David Couch For The Record Feb 13, 2021

One good thing leads to another. While we are anticipating a navigation center for the homeless in Delano to be opening soon, the progress we made in Delano is helping us get programs in other rural communities going as well. Progress in Arvin, Lamont, Taft, McFarland and even Wasco are the direct result of what we’ve been able to do in Delano and bode well for Kern County’s long-term approach to homelessness in the rural areas of Kern County. Already much funding and additional services and beds have been added to Bakersfield with two new navigation centers and other actions to improve the homeless crisis there. Hopefully, this will translate to a situation that is visible to the naked eye soon there, but that’s another story. In Delano, while we had hoped to open late last year, we have funding, an operator, a facility and a plan to improve the homeless situation by opening a navigation center there but ran into some obstacles making sure our location met all building standards for this type of facility. We are hopeful for an opening in Delano by late March or early April.

DELANO RAMBLINGS: It's up to us to study candidates, issues

By Gary Girard For The Record
February 13, 2021

Now that Joe Biden has been sworn in as president of the United States, I hope that he can achieve some of the goals he has put forward. I wish him the best of luck in those, but there are some others that I am curious or concerned about. His economic stimulus must have made many citizens happy with about $2 trillion poured into the economy. That addition to the national debt may not be felt for many years, maybe by your children, grandchildren or great grandchildren. I would really like to see an independent commission organized to deal with the problem of immigration. There must be a “happy medium” between letting nobody enter the country and allowing everybody to enter the country. I am unsure if President Biden is pursuing his announced plan to forgive the debt of college students who took on loans. For the many past collegians who worked one or two or three jobs in order to pay tuition and other college expenses, I wonder how they would view a “free ride” and no required payback to the government for all those who took out loans and now may not have to pay back any of those funds. Maybe there could be a middle-of-the-road solution to that problem as well. Most in the nation view as unfounded the claims of a stolen election by ex-President Trump. There does, however, seem to be a need to institute a plan to see that all states are following the same procedures in national elections. Maybe there should be a standard means established for the identification of voters. Both major parties should be allowed to view the counting of ballots — within view — not from 30 feet away. I have no idea how to allow verification of voter signatures since that seems to be a rather subjective situation. Candidates for national and state offices are viewable on TV and their messages revealed in newspapers and on social media. That gives voters a means of judging who they wish to vote for. I wonder, however, how voters can reach informed decisions on county and local officials, who they probably do not know or have a means of evaluating as good candidates for office. I am fortunate that in the fall elections I knew nearly all of the candidates for the two local school board elections and City Council. Most of the public is not that fortunate, and I really wonder on what basis they reach their decision on who to vote for. There is no D nor R behind the candidates for these elections. Up to the fall elections and before the pandemic set in, the citizenry could attend school board and council meetings to evaluate incumbents and maybe see “future” candidates speaking up on issues. For 40 years I was in the teaching profession and during that time received tons of information from the teachers’ union touting certain candidates and issues. I more often than not voted opposite to what the union suggested. Much of the public, I believe, goes along with suggestions of their unions, family members, friends and leaders of organizations or organizers for candidates. What they are told, they believe, no matter what. I have voted absentee for many years recently, but I can see there could be not fraud but the possibility of influence on voters. Backers of certain candidates or issues could easily volunteer their help — by asking a voter to sign the ballot and then offer to take it and turn in the ballot for them — after the “backer” has filled out the ballot in favor of candidates and/or issues the “backer” supports. In past and future elections there likely is little, if any, fraud, but there has been and could continue to be “laziness” on the part of voters — not studying the issues on sample ballots or not investigating issues or candidates to learn the most correct way to vote. We all owe it to the “right to vote” to actually study the candidates (and issues) in future elections to determine those most fit for election. In the future we all should be attending some meetings at the local levels.

DELANO RAMBLINGS: Delano High Class of 1965 latest group to postpone event

By Gary Girard For The Record
Jan 30, 2021

Delano High School’s Class of 1965 is the latest group to be affected by COVID-19 as the class postponed its scheduled April class reunion until Oct. 16. Although a vaccine for the virus is being distributed in the coming months, there is uncertainty that still exists and is affecting other class reunions in Delano plus community events such as the Distinguished Young Women’s scholarship program, the Cinco de Mayo Fiesta, Delano’s Relay for Life, Delano Youth Foundation’s takeout barbecue that is replacing February’s annual Sports Dinner, and a myriad of other events. I am certain that high schools and middle schools are also in the wait-and-see situation regarding spring events and graduations. The Class of 1965 is one which I am familiar with because I had many of its members when I taught high school English in Delano and before that taught many of them as seventh graders at Delano’s Cecil Avenue School before I was drafted at the close of the 1959-60 school year. Cheryl Brunk Bird may be reached at pates1@sbcglobal.net, or call her at 559-224-6969 or write her at 4290 N 5th Street, Fresno, CA 93726. Brian Aguilar and his mother Patricia Ramirez Aguilar, along with DPOA President Josh Garcia and DPOA Treasurer Christopher Nino were on hand to present the check to Derrylyn (not sure if this is correct spelling and I did not catch her last name, hopefully, Maria did), a representative of Valley Children’s Healthcare Foundation.

Officers first met Brian in September 2020 and were inspired by Brian’s courage while he was battling this disease. Brian was diagnosed with Neuroblastoma in June 2020 and has been receiving treatment at Valley Children’s Hospital ever since.

And, like Delano’s six other murder victims from last year, he was “too young and did not deserve to die.” Guillen’s case, and several others from 2020 and prior, has an award of $3,000 for any information that can lead to an arrest through the Kern Secret Witness program. Pastor Vivas says he believes there are people who know the shooters involved in Delano’s murders, and he hopes someone will come forward. “I ask them to do the right thing because we don’t want whoever’s behind these shootings to hurt anyone else,” said Vivas. “It’s not right, so I encourage them to do the right thing and pick up the phone, because if it was their child that was shot in such a manner, and life was robbed of them at such a young age, they would totally understand what myself and others are experiencing on the inside. “ You can report tips to Kern Secret Witness here or by calling 661-322-4040.

1. The regularly scheduled Delano City Council meeting scheduled for Monday, February 1, 2021, has been canceled due to a “lack of items” on the agenda. Several things should come to mind: 1. Do the City Council members realize their constituents of Delano may have things on their mind they would like to voice regardless of their “lack of items” on the agenda?

2. A special meeting was called for January 7, 2021, to push one of the items, namely, “approval of allocation of funds for the Delano COVID-19 Task Force (Mayor Bryan Osorio & Mayor Pro-Tem Veronica Vasquez). What we came to understand they want to hire Adelante Strategies for $47,000 to get a message out to the people of Delano for six weeks concerning what we’ve already come to know, i.e., social distancing, wearing masks, information of a vaccine and so forth. (Several citizens of Delano stepped forward and made a PSA video themselves in 3 languages, reminding us all of taking the safety precautions against COVID) Citizens of Delano care about its fellow residents and will continue in their grassroots efforts (and no cost to the city).

'That's Cesar Chavez!': Bust of civil rights icon behind President Joe Biden stirs excitement

"Placing a bust of my father in the Oval Office symbolizes the hopeful new day that is dawning for our nation," says Paul Chavez, the civil rights icon's son.

Jan. 20, 2021, 4:57 PM PST By Suzanne Gamboa Darryl

Morin, national president of the advocacy group Forward Latino, jumped from his chair when he saw it on TV — a bust of the civil and labor rights leader Cesar Chavez just behind President Joe Biden as he signed executive orders. "I literally jumped out of my chair and yelled: 'That's Cesar Chavez! Cesar Chavez!'" said Morin, whose group has taken on civil rights and anti-discrimination causes in behalf of Latinos. The bust, created by Paul Suarez 25 years ago, quickly attracted attention on social media. It rested on a console among family photos behind Biden as he sat at the Resolute Desk in the Oval Office and signed a slew of executive orders, several of them about racial equity and combating the Covid-19 pandemic, which has been brutal to the farmworkers whom Chavez championed. Biden is also sending to Congress an immigration bill that would give farmworkers temporary legal status if they pass criminal background checks and have worked in the agriculture field for four of the last five years.

Delano becomes first city in Kern County to issue fines for COVID-19 violations

Delano has become the first city in Kern County to issue fines for stay-at-home order violations.

During a Tuesday night meeting, the Delano City Council voted 4-1 to issue fines for gatherings of more than 10 people from different households in public spaces as well as violations of prohibited business activities like indoor dining and the operation of salons and barbershops.

The temporary ordinance will be in place for 28 days, until Feb. 16. Fines will be issued on a scale from $100 for the first offense, $200 for the second offense, and $500 for the third offense. Two code enforcement officers have been assigned to enforce the ordinance.

The ordinance strengthens the city’s ability to enforce Gov. Gavin Newsom’s Dec. 3 stay-at-home order, which he issued as COVID-19 cases began to rise throughout the state. Over the last two months, local hospitals have continued to struggle with treating the surge of COVID-positive patients.

DELANO RAMBLINGS: School boundaries may need changes in coming years

01.16.21

Maybe it is time for the Delano Joint Union High School District to consider a review of the boundaries of the three public high schools, Delano High School, Cesar E. Chavez High School and Robert F. Kennedy High School. My “facts” and assumptions are not perfect, I am sure, but they bring up some questions that the district may want to consider. When the third high school was added (Robert F. Kennedy), a chart at that time indicated that within a short time all three high schools would have enrollment of somewhere between 1,400 and 1,440. Delano High was for years the school with the highest enrollment, but in the last three years DHS has slipped to third — or last — among the three schools and is likely to continue slipping in numbers.
